                                                                   INVITATION TO BIDDERS

Sealed proposals, addressed to the City of Portland, Texas (Owner) for the PUBLIC WORKS AREA ACCESS DRIVE and parking lots work consists of expanding the existing facility to accommodate a new citizen collection station, bulk material storage area, equipment wash facility and parking lot for the future streets, parks, and signs building. Improvements consist of removing the existing surface, re-grading the area and placing approximately 47,060 SF of new concrete surface, including retaining walls, waterline connections, underground storm drainage system and wastewater connection for the equipment wash facility, pavement striping/markings & signage throughout the project and all related appurtenances. All work shall be completed in accordance with the construction plans, specifications, and contract documents.   

Bids will be received at the office of the City Manager, located at 1900 Billy G. Webb Drive, Portland, Texas 78374 until 2:00 pm on Thursday, February 2, 2023, and then publicly opened and read. Any bid received after closing time will be returned unopened.

A Pre-Bid Meeting is scheduled for 10:00 am on Wednesday, January 25, 2023, at the Portland Public Works Facility located at 1101 Moore Avenue, Portland, Texas 78374. The Pre-Bid Meeting will be conducted by the Engineer and the City.

 A bid bond in the amount of 5% of the highest amount bid must accompany each proposal.  Failure to provide the bid bond will constitute a non-responsive proposal which will not be considered. Failure to provide required performance and payment bonds for contracts over $25,000.00 will result in forfeiture of the 5% bid bond to the City as liquidated damages.  Plans, proposal forms, specifications and contract documents may be procured from the Engineer, LJA Engineering, Inc. (LJA), 5350 S. Staples, Suite 425, Corpus Christi, Texas 78411, upon receipt of a non-refundable payment of Seventy-Five Dollars ($50.00). Documents can be obtained by mail upon receipt of an additional non-refundable postage/handling charge of Ten Dollars ($10.00). Plans and Specifications will be available at no charge to download through Sharefile.   In order to obtain instructions to download please contact our office at 361.991.8550 or via email . Include all company contact information when utilizing the Sharefile option.

The City reserves the right to reject any or all bids, to waive irregularities and to accept the bid which, in the City’s opinion, seems most advantageous to the City and in the best interest of the Public.
