1. Where can I pay my utility bill?: There are several options to pay your utility bill. View all payment options.

2. When is my bill due?: All utility bills are due on or before the 15th day of each month. Except as allowed by state law for certain types of individuals, if payment is not made by the due date, the bill is considered delinquent, and the city will promptly notify the non-paying user. Delinquent bills are charged a penalty of 20% of the amount of the delinquent bill.

If payment is not made within 30 days of the billing date, services will be disconnected.

If your water has been disconnected for nonpayment, a $20 dollar disconnect processing fee will be charged even if the disconnect has not physically taken place. If the services have been disconnected during business hours, a $20 disconnect processing fee plus a $25 reconnection charge, for a total of $45 must be paid before the water can be reconnected. After 5:00 pm, a $20 disconnect processing fee plus a reconnection charge of $45, for a total of $65, can be paid at the police department between the hours of 5:00 pm and 10:00 pm.

3. How can I start my new water service and do I have to pay a deposit?: You can download an application from our website and email it back to us however we will have to have a payment for the deposit which normally is $160 depending on the size of your meter. You can either make this payment by mailing your check to Utility Billing, City Hall, 1900 Billy G Webb, Portland, TX 78374.

Or you can connect your water service by coming in person to the City Hall located at 1900 Billy G Webb between the hours of 8:00 am and 5:00 pm. However if you want your water service on the same day you must come in before 3:00 pm since all our service orders are sent out to be connected after 3:00 pm.

4. I just need my water service on temporary, do I have to pay for a deposit?: The city does have a Courtesy Hookup for a base water charge of $25.16 for a period of 10 calendar days, and 3,000 gallons only. There is no garbage pickup for Courtesy Hookup. The purpose of this hookup is to accommodate facilities being prepared for sale (or similar set of circumstances. The payment of $25.16 must be made before the service is connected.
