It is illegal to sell, possess or discharge fireworks within the city limits of Portland, Texas and up to 5,000 feet outside the city. Persons possessing, discharging or selling fireworks are subject to a fine of up to $200 for each item or separate package they possess. Police and fire officials will practice zero tolerance in the enforcement of this ordinance.

With proper insurances and a permit issued by the city, certain persons / groups may be allowed to put on a fireworks display
