The City of Portland, Texas (“City”) hereby issues this Request for Qualifications ("RFQ").  The City is seeking engineering firms interested and qualified to provide feasibility, planning and design services for the Violet Andrews Park Shoreline Improvement Project. This project will consist of planning and engineering for improvements to the entry-point and surrounding shoreline. Actual improvements currently under consideration include removal of rip-rap, addition of path to water and directional signage, shoreline management and improvements, and review of any additional recommendations emerging from study. Actual construction and implementation of recommendations would be conducted as part of a later stage of the project. The City intends to enter into a Service Agreement (also referred to herein as “Contract” or  “Agreement”) for these services.

The objective of this RFQ is to identify and award a contract to the most qualified Contractor at a great value.  The term of this contract will be for one year after agreement is signed by the City Manager or designee and the issuance of a Notice to Proceed.
