Description:

The City of Portland has received a Community Development Block Grant – Disaster Recovery (CDBG-DR) from the General Land Office for a drainage improvement project (project 20-065-129-C440). The City hereby issues this Request for Proposal (RFP) seeking Proposals from firms/consultants interested and qualified to complete an archeological review of the project area. The objective of this RFP is to identify and award a contract to the firm/consultant that offers the City the best value for completing the project.  The request for proposal is available for download from the City's website at http://portlandtx.com/bids.aspx.

Proposers requiring further clarification of the RFP must submit Requests for Clarification (questions & inquiries) in writing to the Project Manager, Kevin Pell, by no later than 12:00 noon (CST) Monday June 27th, 2022. The Proposer must request confirmation via email that the request for clarification was received or follow up with a phone call to (281) 229-0419 to confirm receipt. An addendum addressing all requests for clarification will be posted on the City's website at http://portlandtx.com/bids.aspx by no later than 12:00 noon CST on Tuesday, June 28th, 2022. The addendum will be found under the subheading "Related Documents."

Special Requirements:
Proposals must be received no later than 2:00 pm CST Friday July 1st, 2022. Proposals must be sealed and clearly marked on the outside with the name of the RFP and the proposers name and address. Please submit three copies of your proposal of services, statement of qualifications, and cost for the proposed services to: City of Portland, Attn: Kenneth Banks, Director of Public Works, 1900 Billy G Webb Dr, Portland, Texas 78374. Proposals submitted via email or fax will not be accepted.
Miscellaneous:
Prior to starting work, the selected firm must submit a Certificate of Insurance (COI) to the City for approval that meets or exceeds the insurance requirements referenced in the RFP under "ATTACHMENT A: Insurance Requirements."
