City of Portland to return to normal permit, registration fee structure on Dec. 1

In the aftermath of Hurricane Harvey, the City of Portland temporarily waived several City programs to expedite rebuilding efforts.  These temporary programs will end on Thursday, Nov. 30, and the normal permitting, contractor registration, and debris collection requirements will resume on Friday, Dec. 1. 

  • Repair or replacement of fences will require a fence permit application and fee in accordance with City Ordinance and fee schedule.
  • Homeowners that construct their own fences will be allowed to place the damaged fence materials on the curb for the City’s regular monthly brush and bulky collection.  Contractors making fence repairs will be required to haul off fence materials from the property as required by city ordinance.
  • All contractors can continue utilizing the temporary contractor’s registrations (with fees waived) on all permits issued on or before Nov. 30.  All permits issued after this date require a normal contractor registration and fee.
  • Republic Services had suspended their exclusive contract with the City of Portland to provide roll-off containers during the rebuilding period.  All roll-off containers provided by vendors other than Republic Services must be removed from the City limits by Dec. 1.  
  • All door-to-door solicitors must obtain a solicitation license from the City. Those can be obtained through the city secretary. For information on solicitation licenses, please call 777.4513.
